“The homeless services department violated its own budget rules by funding permanent programs with one-time money — then declared a crisis when that money ran out.”

This is apparently common practice by the people running our city. They did the same thing with Parks: put forward a levy to get their finances in order and come up with a sustainability plan. Instead they increased programs and staff by 40%, then asked the voters for more, claiming “40% of programs would be cut” if the (even higher) levy did not pass.
